You are the Chief of a large law enforcement agency that has numerous specialized units. Your city manager suggests to you that implementing a civilian review board to review all major complaints/grievances/use of force could be a valuable asset to the agency. Complaints/grievances/use of force would still be investigated by Internal Affairs, however, the civilian review board would only have the authority to make recommendations to you. You inform your city manager that you will institute a civilian review board for a one year period and then assess the effectiveness of the civilian review board. Create a detailed process for the selection of a six member civilian review board. You must have at least four steps in your selection process. One of the steps must explain how you will determine that the individual is qualified to serve as a civilian review board member. You must also discuss how you will evaluate the effectiveness of the civilian review board which you will report back to your city manager in one year.
