a) Addressed a portion of the gap between those that bear the costs of HIT implementation (physicians and hospitals) and those who receive most of its benefits (patients, public health agencies, and payers).
b) Allowed for hospitals to use multiple electronic health records for different areas of the hospital.
c) Funds incentivized Eligible Hospitals as they adopt, implement, upgrade, or demonstrate meaningful use of certified EHR technology to improve patient care.
d) Funds incentivized individual physicians in solo or multi-physician practice groups as they adopt, implement, upgrade, or demonstrate meaningful use of certified EHR technology to improve patient care.
