Technologies and inventions can be used in various ways. Whenever an invention appears, people try to figure out in which way it will make their life better, their work more efficient.
For example Alfred Nobel invented dynamite, so that mining would be more efficient, but someone noticed that it is as efficient in blowing rocks as in blowing people up.
During cold war most inventions were designed to help military or show technological advancement of the Western or Eastern world (race to space).
However, the opposite can be true. GPS designed as a tool form military, after the cold war has ended, ended up being used mostly by civilians.
Currently national security became an important issue, and new technologies are being used to target people who may be dangerous to the state. It's not like internet and mobile devices became not used for communication, but invigilation is an added feature :/
