This is because animals that live in the water overall have a better chance to be fossilized in the first place compared to land animals. Animals that live in a dry habitat both take longer and are harder to fossilize whereas animals in a wet habitat (or even surrounded by water) don't take as long to fossilize and are more likely to fossilize.
