If America was going to fight, Wilson wanted to try to isolate that participation from nationalistic disagreements or goals. Wilson, however, wished to avoid the United States being involved in the long-running European tensions between the great powers. When the Bolsheviks revealed covert agreements established between the Allies after the overthrow of the Russian government, the necessity for moral goals became even more crucial. Following the 1917 October Revolution, Wilson also addressed Vladimir Lenin's Decree on Peace from November 1917 in his speech.
